Notice of Public Hearing & Annual Budget Vote 

April 3, 2026 

NOTICE IS HEREBY GIVEN, that a Public Budget Hearing of the Boquet Valley Central School District shall be held on Tuesday, May 12, 2026, at 6:00 PM at the Lake View Campus located at 25 Sisco Street Westport, NY 12993, New York, for the purpose of discussing the expenditure of funds and budgeting thereof; 

NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District’s budget for 2026-2027 exclusive of public monies, may be obtained by any resident or taxpayer of the District during business hours beginning April 28, 2026, except Saturdays, Sundays and/or holidays at either school campus, the District Office, Westport Library, Wadhams Free Library, Elizabethtown Library and the District’s website www.boquetvalleycsd.org. 

NOTICE IS HEREBY GIVEN that the annual budget vote and board member election will be held on Tuesday, May 19, 2026, between the hours of 12:00 noon and 8:00 PM prevailing time, (or until all who are in attendance at the time have voted), at the Mountain View Campus 7530 Court Street, Elizabethtown, New York. 

NOTICE IS HEREBY GIVEN that the vote upon the proposition for appropriation of necessary funds to meet estimated expenditures for the school year 2026-2027 for school purposes (Annual Budget and Tax Levy) shall be held on Tuesday, May 19, 2026 between the hours of 12:00 noon and 8:00 PM in said Mountain View Campus, at which time the polls will be opened to vote by ballot upon the following items: 

  1. To adopt the annual budget of the Boquet Valley Central School District for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District, and 
  2. To elect two (2) members to the Board of Education for three (3) year terms commencing July 1, 2026, and expiring on June 30, 2029 to succeed Paul Fenton and Sarah Kullman, whose terms expire on June 30, 2026, and 
  3. Shall the Board of Education appropriate and expend in the 2026-2027 fiscal year one hundred and sixty-two thousand dollars ($162,000) from the existing Transportation and Maintenance Equipment Capital Reserve Fund for the purpose of purchasing one (1) thirty-five (35) passenger school bus and one (1) seven (7) passenger van at a maximum cost of one hundred and sixty-two thousand dollars ($162,000) to pay for the bus and van in full? 
  4. Shall the Board of Education appropriate and expend in the 2026-2027 fiscal year one hundred and fifteen thousand dollars ($115,000) from the existing Transportation and Maintenance Equipment Capital Reserve Fund for the purpose of purchasing one (1) plow truck and (1) tractor at a maximum cost of one hundred and fifteen thousand dollars ($115,000) to pay for the truck and tractor in full? 
  5. Shall the Board of Education of the Boquet Valley Central School District, as pursuant to Education Law 259, be authorized to levy and collect an increase of $15,000 in library funding, separate from the school budget? This increase of $15,000 will be divided equally among the Elizabethtown Library Association, the Westport Library Association, and the Wadhams Free Library Association to support library services. If approved, the total annual library appropriation will increase from $40,500 to $55,500 and will remain at that level unless changed by a future vote of district residents. 

NOTICE IS HEREBY GIVEN that qualified voters may obtain applications for absentee ballots during school business hours from the District Clerk’s office located at Mountain View Campus, PO Box 158 7530 Court Street, Elizabethtown, New York, beginning April 1, 2026. Completed applications for absentee ballots must be received by the District Clerk no later than 5:00 PM prevailing time, on May 18, 2026 (the day before the election) if the ballot is to be delivered personally to the voter, or must be received no later than 5:00 PM, prevailing time, on May 12, 2026 (7 days before the election) if the absentee ballot is to be mailed to the voter.  Completed applications received after 5:00 PM on May 12, 2026, will require the voter to personally appear at the District Clerk’s office to receive an absentee ballot. Absentee ballots must be received by the District Clerk no later than 5:00 PM, prevailing time, on May 19, 2026. A list of persons to whom absentee ballots have been issued will be available for inspection to qualified voters of the District in the District Clerk’s office located within the Mountain View Campus through May 18, 2026, between the hours of 9:00 AM and 4:00 PM on weekdays prior to the day set for the annual election and on May 19, 2026. In general, absentee ballots must be provided upon proper application to any qualified voter who will be unable to vote in person due to illness or physical disability, hospitalization, incarceration for other than conviction of a felony, travel outside the voter’s county or city of residence for employment or business reasons, studies or vacation on the day of the election. 

NOTICE IS FURTHER GIVEN that qualified voters may obtain applications for early mail ballots during school business hours from the District Clerk’s office located at Mountain View Campus, PO Box 158, 7530 Court Street, Elizabethtown, New York, beginning April 1, 2026. Completed applications for early mail ballots must be received by the District Clerk no later than 5:00 PM prevailing time, on May 18, 2026 (the day before the election) if the ballot is to be delivered personally to the voter, or must be received no later than 5:00 PM, prevailing time, on May 12, 2026 (7 days before the election) if the early mail ballot is to be mailed to the voter.  Completed applications received after 5:00 PM on May 12, 2026, will require the voter to personally appear at the District Clerk’s office to receive an early mail ballot. Early mail ballots must be received by the District Clerk no later than 5:00 PM, prevailing time, on May 19, 2026. A list of persons to whom early mail ballots have been issued will be available for inspection to qualified voters of the District in the District Clerk’s office located within the Mountain View Campus through May 18, 2026, between the hours of 9:00 AM and 4:00 PM on weekdays prior to the day set for the annual election and on May 19, 2026. 

NOTICE IS FURTHER GIVEN that military voters who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at 518-873-6371 or bbelzile@boquetvalleycsd.org. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 PM on April 24, 2026 (25 days prior to the vote). In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail.  

NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of School Board Member must be filed in the District Clerk’s Office no later than 5:00 PM on April 20, 2026. Each petition shall be signed by at least 25 voters of the District, and must state the name and residence of the candidate. 

AND FURTHER NOTICE IS HEREBY GIVEN that a qualified voter is one who is a U.S. citizen, at least 18 years old, and a resident of the School District for a period of 30 days next preceding the annual vote. The School District may require all persons offering to vote to provide one form of proof of residency pursuant to Education Law 2018-c. Such form may include a driver’s license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the School District may also require all persons offering to vote to provide their signature, printed name and address. 

AND BE IT FURTHER RESOLVED, that the District Clerk is authorized and directed in the name and on behalf of the District to do all acts and things necessary, following the advice and counsel of the District’s School Attorney or the District’s Bond Counsel, to comply with all applicable laws, regulations and executive orders relating to the Special Meeting and to do all other acts as may be necessary, or in the opinion of the District’s School Attorney or the District’s Bond Counsel, desirable or proper to effectuate the purposes of the foregoing Resolution and to cause compliance by the District with all applicable laws, regulations and executive orders relating to the notice of, and procedural steps to be taken in connection with such Special Meeting. .
